A baseline is a "snapshot" of Items within a Project at a certain point in time.  When creating a baseline, the system stores a baseline label on the current version of each Item that you have included in the baseline.  It is useful to create a baseline at each significant event or milestone - for example when the requirements are complete, after change requests, after a Release, etc.
