During a requirement's life cycle it goes through several people's hands and different groups processes.  Each of these areas has different needs and wants to view their Items differently.

For those early in the cycle creating documents or decomposing requirements may be important so they work within the Explorer view which provides a hierarchical view.
Developers or members of the test team need to know what Items are assigned to them and the priority of each Item so they prefer the Filter view.
Product Managers planning the next release want to see a list of all Items regardless of their Set in one list, so they may use the Releases view.
Technical Writers may just be browsing a Project to learn about high-level features, so they could start with the Tags view that would show a list of similar topic Items.
