As with many new enterprise applications, Contour provides permissions to a special group of users such that the application can be configured to work within their unique environment.

Contour has two types of Administrators: System and Organization.  There is only one System Admin and that user is pre-configure in Contour with a user ID = root.  Logging in as this user provides access to the technical aspects of Contour without access to any Projects.  Organization Administration is a permission that can be given to any user within Contour and is geared towards configuring Contour to work within an organization's methodology as well as build the list of Projects, users and user groups.
